Phenomenal Pool & Landscape — operating as Phenomenal Pool & Landscape — was officially founded in 2023 by Nestor R. and his father, Lalo R., alongside longtime family friend Frank M. But the story behind this company didn't begin in 2023. It began decades ago, when Frank first picked up a set of tools and started building a career in the pool and construction trade — one project, one relationship, one well-poured pool at a time.

For nearly four decades, Frank built a reputation in the Sacramento area for quality craftsmanship and straight dealing. In 1992, Lalo R. — who would become an indispensable part of the team — began his own career in pool plastering, mastering one of the most technically demanding trades in the industry. Over the following 30+ years, Lalo developed a command of pool plaster and resurfacing that is genuinely rare. Together, Frank and Lalo amassed more than 75 years of combined hands-on experience before Phenomenal Pool & Landscape ever opened its doors.

When Nestor obtained his C-35 (Lathing & Plastering) license in 2023 and formally launched the company, he did so with something most new contractors don't have: a team of seasoned professionals behind him from day one. The company started focused on what Frank and Lalo knew best — pool plaster and resurfacing. Performing at the highest level in that single discipline, they built trust with Sacramento homeowners project by project.

That trust created the foundation to grow. Since opening, the company expanded its licensing to include C27 (Landscaping) and C53 (Swimming Pool), making Phenomenal Pool & Landscape triple-licensed and fully authorized to handle every phase of pool and outdoor construction in-house. No handoffs to unknown subcontractors — every critical phase of your project is completed by people who answer directly to Frank, Lalo, and Nestor.

Today, Phenomenal Pool & Landscape serves the greater Sacramento area as a full-service pool and outdoor living company — building new pools, remodeling existing ones, and creating complete backyard environments with outdoor kitchens, fire and water features, landscaping, shade structures, and custom concrete work. The company is young; the expertise behind it is not. That's the distinction we're proud of.

We are family-owned and operated, based in Rocklin, CA, and we've built pools and outdoor living spaces across the Sacramento region — from Elk Grove to Auburn, from Folsom to Davis. We are not a franchise. We are not a corporation. We are a family business with deep roots in this trade, dedicated to building spaces that Sacramento homeowners are proud of for decades to come.
