Yes — we handle the full permit process from start to finish. This includes preparing all required drawings, submitting applications to the appropriate city or county building department, and coordinating all inspections throughout the construction process. You don't need to do anything; we take care of it all.
Yes. We offer 3D digital design renderings of your pool and outdoor living space so you can visualize exactly what your finished project will look like before construction begins. Our design team works with you to refine the layout, shape, features, and finishes until it matches your vision perfectly.
We install Pentair equipment as our standard — one of the most trusted and advanced pool equipment brands in the industry. All Pentair equipment installed comes with a 3-year manufacturer's warranty. Our package typically includes variable-speed pump, filter system, heater, automation controls, and LED lighting.
We are a triple-licensed contractor with the California Contractors State License Board (CSLB). Our license number is CA #1109912, and we hold three specialty licenses:
- C27 — Landscaping
- C35 — Lathing and Plastering (including pool plaster)
- C53 — Swimming Pool Construction
This means we can legally perform all aspects of your project in-house — construction, plastering, and landscaping — under a single contractor managing every phase.
Yes. Phenomenal Pool & Landscape is fully insured, including general liability and workers' compensation insurance. We're happy to provide proof of insurance and licensing upon request — just ask during your consultation or call us at (916) 926-8884.
We offer 7 pool finish options, from most affordable to most luxurious:
- Standard Plaster — Standard white (available upon request)
- Signature Phenomenal Hybrid Plaster — Our proprietary blend (most recommended)
- Full Quartz Plaster — Quartz aggregate for sparkle and durability
- Mini Pebble Plaster — Small pebble aggregate, natural look
- Micro Pebble Plaster — Finer pebble, smoother feel
- Glass Bead Plaster — Stunning shimmer and sparkle
- Polished Marble Plaster — The ultimate luxury finish

All of our plaster and pool finish work is backed by a warranty covering both materials and workmanship. Warranty duration varies by finish: standard plaster (2yr), quartz (3yr), mini/micro pebble (5yr), glass bead and polished marble (7yr). If any defect arises from our plaster installation within the warranty period, we'll address it at no charge to you.
The Phenomenal+ warranty provides 2 full years of coverage on everything we install — parts and labor included. If any equipment, workmanship, or structural component fails within 2 years of project completion, we return and fix it at no cost. This is our commitment to standing behind every project we build.
All Pentair pool equipment we install includes a 3-year manufacturer's warranty. This covers the pump, filter, heater, and automation system. Additionally, our Phenomenal+ workmanship warranty covers parts and labor for 2 years on the full installation.
Yes. Pool remodeling is one of our core services. Whether you want to replaster an aging pool, convert from gunite to a modern finish, add a spa, update your tile, resize your pool, or completely redesign your backyard — we do it all. Our C53 and C35 licenses cover the full scope of pool construction and resurfacing work.
Yes. We work on commercial pool projects including apartment complexes, HOA community pools, hotels, and athletic facilities. We build pools year-round in the Sacramento area. However, the most popular time to plan is fall through winter — so that your pool is ready by summer. Starting in October–February means permit processing and construction happen over the cooler months, and you'll be swimming when the weather heats up. Don't wait until spring — our schedule fills up fast.
